please, don't get me wrong; but why did you remove defaults\preferences\prefs.js? It's the code / pref in the prefs.js that "communicates" the instruction in order to use the relative string in the backtotop.properties file in order to obtain / to view the localized initial description
Without
defaults\preferences\prefs.js the initial description of the extension will be always only in English
I think it's better if you verify yourself

'your' version *without*
defaults\preferences\prefs.js and after the first restart install the official it-IT language pack
(unfortunately there isn't yet one official it language pack for DP), and after the second and penultimate restart switch via about:config the general.useragent.locale from en-US to it-IT
After the last restart, without
defaults\preferences\prefs.js you will see...?
Well, after this "experiment" try to uninstall
'your' version, then install that attached one
(removed ) containing
defaults\preferences\prefs.js (you're again with the general.useragent.locale in it-IT) and take a look at the extension description...
